Unit 1 of Hai Duong coal-fired power plant in Vietnam invested by China Energy Construction was put into commercial operation

At 00:00 on November 24, local time, Unit 1 of the two 600,000 kW coal-fired power plants in Haiyang, Vietnam, invested by China Energy Construction Investment Corporation, general contracted by Southwest Institute and International Company, constructed by Anhui Electric Construction Company No. 1 and Anhui Electric Construction Company No. 2, and commissioned and operated by China Energy Construction Technology Development Company, successfully passed the initial reliable capacity test and entered commercial operation one week earlier than the contracted period.

The initial reliable capacity test result is the basis for calculating the capacity tariff and plays a decisive role in the project investment income. After the initial reliable capacity test, Unit 1 has a generating capacity of 605 MW and an average load of 559.3 MW of power supply capacity, which is 3.3 MW higher than the contracted capacity value of 556 MW and much higher than the contracted minimum required threshold capacity of 514.3 MW.


During the initial reliable capacity test, multiple parties, including the State Electricity Corporation of Vietnam, the State Electricity Trading Company of Vietnam, and independent engineers, came together at Hai Duong plant to witness the entire test process and complete signatures on the test report. Since the project started in February 2017, China Energy Construction has given full play to the advantages of integration of the whole industry chain and achieved important engineering nodes such as one-time successful reverse power feed, one-time successful ignition and one-time successful grid connection.


This year, affected by the New Crown Pneumonia epidemic, the construction of Haiyang project encountered various new problems such as difficulties in personnel entry, difficulties in resumption of work, and longer procurement cycle of equipment and materials. In order to ensure that the units are put into operation on schedule, all the participating units of China Energy Construction are facing up to the difficulties, making every effort to keep the progress and trying to recapture the time delayed by the epidemic. In particular, since the 336-hour reliability test run of Unit 1 was launched, China Energy Construction Investment Corporation has been actively coordinating and promoting internal and external constraints, solving on-site problems such as coal source and quality, ash discharge and slag, effectively communicating with various management departments such as Vietnam National Grid Scheduling Center and Vietnam National Electricity Trading Company, and successfully overcoming the difficulties in applying for thermal power load during the abundant water period to ensure that the initial reliable capacity test was successfully passed.


Vietnam Haiyang coal-fired power plant is a key project of China Energy Construction in response to the national "One Belt, One Road" initiative and to promote Sino-Vietnamese capacity cooperation, as well as a landmark project under the integration strategy of "investment, construction and operation" of China Energy Construction Group. With a total investment of about USD 1.9 billion and a total installed capacity of 1.2 million kilowatts, the project is by far the largest single thermal power project invested by a Chinese company in Vietnam.


The construction of Haiyang coal-fired power station project in Vietnam has effectively driven the local economic development of Haiyang and greatly relieved the employment pressure of local residents. After the power station as a whole smoothly enters commercial operation, it is expected to have an annual power generation capacity of 8 billion kWh, which will not only meet the local electricity demand, but also deliver electricity to the neighboring provinces and the capital Hanoi grid, effectively improving the power supply capacity of Vietnam.
